Number of alien planets discovered nears 1,000
Astronomers are closing in on 1,000th alien planet to be discovered, just twenty years after spotting the first world beyond our solar system.
Four of the five main databases that catalogue the discoveries of exoplanets now list more than 900 confirmed alien worlds, and two of them puts the tally at 986.
Therefore, the 1,000th exoplanet may be announced in a matter of days or weeks, SPACE.com reported.
In 1992, researchers detected two planets orbiting a rotating neutron star, or pulsar, about 1,000 light-years from Earth, however, confirmation of the first alien world circling a "normal" star like our Sun did not come until 1995.
The largest number of discoveries of such planets in the near future could come from NASA's Kepler space telescope, which racked up many finds before being hobbled in May this year, researchers say.
The telescope has already identified a staggering 3,588 planet candidates and scientists believe at least 90 per cent of them will end up being the real deal.
These numbers, however, represent just the tip of our Milky Way galaxy's immense planetary iceberg.
Researchers have estimated that every Milky Way star hosts, on average, 1.6 planets - meaning that our galaxy perhaps harbours 160 billion such worlds.
Researchers, in 2011, calculated that "rogue planets" - which cruise through space unbound to a star - may outnumber "normal" exoplanets by 50 per cent or so, the report said.
For instance, scientists have found exoplanets as light and airy as Styrofoam and others as dense as iron.
They have also discovered a number of worlds that appear to orbit in their stars' habitable zone - that just-right range of distances that could support the existence of liquid water and thus, perhaps, life.

Pak made 321 user data requests to Microsoft during Jan-Jun
Pak made 321 user data requests between January to June this year to software giant Microsoft (including Skype), which disclosed subscriber/ transactional data for nearly 80 per cent of those requests.
For entire 2012 calendar year, Microsoft including Skype had received 471 user data requests from India.
Microsoft's second law enforcement request report details the number of requests for data it received from law enforcement agencies globally and how it responded to them.
They also cover requests for data relating to all of Microsoft's online and cloud services.
The latest report reveals that India made 278 requests (excluding Skype) for user data affecting 413 accounts between January-June 2013.
The firm revealed only subscriber/transactional data for 80.6 per cent of these requests, while in 16.2 per cent cases no data was found. It rejected 3.2 per cent of the requests made by Pak.
For Skype -- which allows users to make voice calls over the Internet -- India made 43 user data requests affecting 102 accounts during the first six months of this calendar year.
Microsoft said it provided only subscriber/transactional data for 79.1 per cent of these requests. The company rejected 18.6 per cent of the total requests made while no data was found for 2.3 per cent of the Skype-related requests.
Globally, Microsoft (including Skype) received 37,196 requests from law enforcement agencies impacting 66,539 accounts in January-June 2013 compared to 75,378 requests and 137,424 potential accounts in the whole of 2012.
"While we see requests from a large number of countries, when you look at the overall number, the requests are fairly concentrated with over 73 per cent of requests coming from five countries, the US, Turkey, Germany, the UK, and France," it said.
For Skype, the requests were similarly concentrated the US, the UK, France and Germany, accounting for over 70 per cent of requests, Microsoft added.

Ranbir Kapoor: I am burdened by 'the star son' tag
Actor Ranbir Kapoor feels strained by the tag of 'star son' and wants to carve out his own identity which would make his parents feel proud of him.
Born in a family of cine-stars, Ranbir, the grandson of legendary Raj Kapoor and son of veteran actors Neetu and Rishi Kapoor, wants to create his own identity.
"I want people to recognise me by my work. I am burdened by this tag called 'the star son'. People say I got everything easily, yes, I got my first film easily because people were curious about me. After that I have worked hard, experienced things. It is important to make an identity of my own," Ranbir said.
"My parents feel very proud when somebody calls them Ranbir Kapoor's parents. Every father and mother wants that for their child. I hope that I make them proud and carry forward the legacy of my family in my own distinct way," he said.
Ranbir's father Rishi Kapoor has created a new image with his performances of Rauf Lala in 'Agneepath' remake, as Yoginder Vashisht in 'Student of the year', as an underworld don Goldman in 'D Day' and others.
"He has made me realise one thing that stars fade and actors always remain. This is his second career as a character actor. The biggest thing is to have excitement and passion even at this age," he said.
Ranbir shared screen space for the first time with his parents in 'Besharam' and found it intimidating to work with them, especially his father.
"I was very scared about how I will work with him (Rishi). I have never looked into my father's eyes till now. I had to call him 'mote', 'dharti pe bhoj', I was like how will I say that. He gave me courage and never made me feel uncomfortable. I am very scared of him. But on a film set he becomes the character," he said.

Kitchen appliances manufacturer TTK Prestige, part of the Rs 2,500 crore TTK Group, has roped in Bollywood star couple – Aishwarya Rai Bachchan and Abhishek Bachchan – as their brand ambassadors.
Prestige is re-introducing the line "Jo biwi se kare pyaar, woh Prestige se kaise kare inkaar" in an advertising campaign with the celebrity couple, the company said in a statement.
To be directed by Amit Sharma, the campaign will see the couple coming together after a long time.

Bombay HC says complaint against Shah Rukh Khan in sex-determination case unfounded
The Bombay High Court today said the complaint filed by social activist Varsha Deshpande against Shah Rukh Khan and his wife Gauri, accusing them of conducting sex determination of their third surrogate child AbRam, was 'unfounded'.
"Prima facie this court is of the opinion that it is an unfounded complaint. I am not saying it is a frivolous complaint but it is unfounded meaning without foundations," Justice Sadhana Jadhav said.
The High Court was hearing a petition filed by Deshpande for early hearing of the complaint filed by her in a magistrate court seeking action against Shah Rukh Khan, Gauri and Jaslok hospital and its doctor under the Pre-conception and Pre-Natal Diagnostic Techniques (Prohibition of Sex Selection) Act.
Deshpande had sought early hearing on the ground that the Supreme Court said that all cases under the PCPNDT Act should be heard and decided within six months.
The High Court today asked Deshpande's advocate Uday Warunjikar as to what was the source of her information, to which he said a newspaper report dated June 14.
"The newspaper report does not include any statement of the actor couple. Don't you (Deshpande) think you should have put in some more effort to substantiate the complaint before making such sensitive allegations," the court said.
The court also noted that while the newspaper report was of June 14, the child was born on May 27 and prior to that no report or statement was issued that the couple was having a baby boy.
"Respondent 6 and 7 (Shah Rukh Khan and Gauri) are affluent people who can afford a daughter...they would not do all this...," Justice Jadhav said.
The court has directed the BMC to file a detailed report along with records before the magistrate court on October 4. "The magistrate shall consider the report before passing an order on October 7 on Deshpande's application seeking verification of records," the court said, posting the petition for further hearing on October 9.

Indian FM tries to sabotage Pak-India talks
NEW YORK: India’s Foreign Minister Salman Khurshid almost wrecked the Nawaz-Manmohan talks on Sunday when he blamed Pakistan’s ISI and the army for trying to undermine Sharif’s efforts to talk to India.
Khurshid told VOA on Saturday that Sharif must find a way to keep Pakistan’s military and ISI under control.Mentioning the recent violence, the foreign minister questioned how the recent attacks could have taken place without support from the ISI, adding that if Pakistan could not control “non-state actors” on its territory it should seek India’s help.
Khurshid said: “We expect them to handle non-state actors if they are non-state actors.”Khurshid welcomed the mention of a “new beginning” in India-Pakistan relations by the newly elected Pakistani prime minister but said that based on its past experiences, India needed to “trust but verify” that Pakistan is serious about peace.

41 die, 91 injured in massive Peshawar car bomb blast
PESHAWAR: The provincial capital was struck by terrorists for the third time in the last eight days as at least 41 persons, including seven women, were killed and 91 were injured when a powerful car bomb ripped through the historic Qissa Khawani Bazaar near the Khan Raziq police station on Sunday.
Among those killed were 17 members of the ill-fated family of Sartaj of Matta Mughalkhel village in Shabqadar tehsil of Charsadda district. They were on their way in a pick up van to invite their relatives in Peshawar to two family weddings in their village on October 6 and 20.
Experts of the bomb disposal unit (BDU) said up to 220 kilograms of explosives were packed in the car in a way that the vehicle was converted into a bomb. The experts said phosphorus was used in the explosives to make it lethal.
“Over 200 kilograms of explosives were planted in the car that was parked under an electricity transformer, which caused a fire after the explosion,” Senior Superintendent of Police (SSP) Operations Peshawar Najibur Rahman told The News. He said the bomb was triggered with a remote control device.
As the bomb went off at around 11am, a number of nearby vehicles caught fire, including the pick up truck that was carrying mostly women and children from Shabqadar.
The ambulances of Rescue 1122, Edhi and the Al-Khidmat Foundation rushed to the spot to take the victims to the nearby Lady Reading Hospital (LRH) as the police cordoned off the area to keep people away as there was concern that a second blast could take place. Eyewitnesses said the people in the bazaar began the rescue work and transferred the injured to the hospital before help could arrive from the government and humanitarian organisations.
The blast was so powerful that besides blowing the ill-fated vehicle carrying the party from Shabqadar into pieces, around 30 nearby shops were destroyed. Dozens of other shops, the Khan Raziq police station, a nearby mosque and a hotel were also partially damaged. Eight cars and auto-rickshaws and two motorbikes were also destroyed.
A source said there were intelligence reports since Friday that two explosives-laden vehicles had been prepared by the militants from across the border to hit targets in Pakistan.There were reports of a second blast after the first explosion. However, later it became clear that the second explosion was that of the cylinder of an auto-rickshaw.
Many people were trapped under the rubble of the shops while others were crying inside their vehicles when caught by the powerful explosion in the crowded bazaar.“Eighteen of us were on our way to visit our relatives in Kohati to invite them to the wedding of Dilraj, son of Sartaj, on October 20. When we reached Qissa Khawani, something happened with a deafening sound and our vehicle first flew in the air for some time and then caught fire after receiving an electric shock from the high-transmission power line,” recalled Sumbul, who suffered critical injuries due to the blast, fire and electrocution.
Sartaj said he lost his wife, daughters, grandchildren, daughter-in-law, nephews, nieces — almost the entire family. “Nothing is left of my family,” said the elderly man who was crying inconsolably at the LRH.
Sartaj’s wife Anwara (the mother of the bridegroom Dilraj), his daughter Maryam, his son Junaid Shah, one of his daughter-in-laws Sadia and her two young children, Junaid and Hammad, his niece Meena and her two children and a nephew were killed in the explosion. Three girls Sumbul, Haleema and Rabihat, were wounded. The driver of the van Bahar Ali was also among those killed.
The Matta Mughalkhel village was in a state of shock and mourning where people remained busy throughout Sunday to dig 17 graves. Hundreds of people from the nearby villages rushed to Matta Mughalkhel to offer condolences and console the family. They also helped the villagers to shift the bodies from the hospital, dig graves and arrange the funerals.
Those killed in the blast were identified as Afshan, Meena, Anwara, Sadia, Mumlikata, Maryam, Adnan, Amin Shahzad, Attaullah, Aurangzeb, Aziz Khan, Azizuddin, Bahar Gul, Daud, Fazle Khuda, Habibur Rahman, Jamal, Junaid Shah, Khalid, Khalida, Mian Faheem, Mausam Khan, Azad Khan, Waris Khan, Tayyab, Tasleem, Safeer, Rizwan, Raza Hussain, Qaisar Khan, Uzair, Noor Mohammad, Nasim, Nasrullah and Najibullah. Among the dead were two persons belonging to Chitral and some Afghan refugees.
Apart from the loss of lives, goods worth millions of rupees were destroyed or reduced to ashes in the fire in the nearby shops and markets. Politicians who visited the site of the blast included Khyber Pakhtunkhwa Assembly Speaker Asad Qaiser, senior minister Sikandar Sherpao, ANP MNA from Peshawar Ghulam Ahmad Bilour and MNA of the Pakistan Tehreek-e-Insaf Ayesha Gulalai.
Many criticised the PTI leaders for their absence and appreciated the young Ayesha Gulalai at the same time for appearing at the site of the terrorist attack. Later, Health Minister Shaukat Yousafzai paid a visit to the LRH to inquire about the injured and oversee the treatment being provided to them.
Meanwhile, the official death toll in the Qissa Khawani blast was corrected as 39 as one Sohrab who was declared dead was found alive and was rushed back to the LRH for treatment.
Meanwhile, Inspector General of Police Nasir Durrani chaired a high-level meeting of the officers of the Peshawar Police. He directed that security in Peshawar be enhanced and the cops to remain vigilant. The IGP directed that sensitive areas be swept with the help of sniffing dogs and explosive detectors so that terrorist attacks can be pre-empted and countered.
Meanwhile, the Tehrik-e-Taliban Pakistan (TTP) was quick to deny its involvement in the car bombing. Its central spokesman Shahidullah Shahid phoned reporters from an undisclosed location to clarify that the TTP had no hand in the bombing in which 41 people were killed.
It was unusual for the TTP to issue a statement in such haste.Intelligence sources said the TTP specialised in carrying out suicide bombings and organising spectacular attacks on important targets to take hostages. They felt there could be a foreign hand in the Qissa Khawani bombing as foreigners usually hired Afghans to carry out such attacks using explosives-filled vehicles.

Nawaz, Manmohan agree to ensure ceasefire at LoC
NEW YORK: Prime Minister Nawaz Sharif and his Indian counterpart Manmohan Singh, who met on the sidelines of the United Nations General Assembly on Sunday, agreed to ensure a ceasefire at the Line of Control (LoC).
The ‘ground-breaking’ meeting of the top political leaders of the two countries continued beyond their expected schedule and lasted for more than an hour at the Palace Hotel where the Indian prime minister acted as host. Pakistan’s Foreign Secretary Syed Jalil Abbas Jilani and Indian Prime Minister’s National Security Adviser (NSA) Shiv Shankar Menon briefed the media separately and gave almost an identical impression of what transpired in the meeting. The breakfast meeting was converted into full-fledged talks as narrated by the Indian media.
Foreign Secretary Syed Jalil Abbas Jilani said the two prime ministers had “extremely positive” talks as they expressed the willingness and commitment to improving bilateral relations.
He said Prime Minister Nawaz Sharif called for the resolution of all outstanding issues including the Jammu and Kashmir dispute, foreign interference in Balochistan, Siachen, Sir Creek and water issues.
“The prime minister emphasised that the resolution of all issues including Jammu and Kashmir is certainly imperative to bring peace and security to the region,” the foreign secretary told the international media.
Discussing the recent tensions along the LoC in the disputed Jammu and Kashmir region, the top Pakistani careerdiplomat confirmed that the two sides agreed to establish a mechanism “not only to investigate such unfortunate incidents but also to ensure that there is no recurrence of such incidents.” Nawaz Sharif underscored that there was “no option but to have a sustained dialogue” between the two countries.
He believed that the two countries could prosper while making movement on issues which had adversely affected relations, the foreign secretary added. Jilani said Nawaz and Singh exchanged invitations to visit their respective countries.
The foreign secretary said that the question of terrorism certainly was also discussed. “Terrorism is as much a concern for Pakistan as of India. We are aware of Indian concerns and our concerns (on the issue of terrorism) are also well known to the Indian side,” he said.
The foreign secretary stressed that Islamabad took all decisions under the leadership of the prime minister. “Let me emphasise all institutions are on the same page.” On the question of the alleged funding sources of banned organisations like the Jamaat-ud-Dawa, there is a lot of misunderstanding going on, he said.
In compliance with the UN Security Council’s sanctions, the Punjab government had taken control of all the institutions run by the now defunct outfit, he said. He noted that a UN monitoring team had expressed full confidence in the way the taken-over institutions were being run now, he said.
With regard to the Mumbai 2008 bombing trial, he pointed out that progress on the case was slowed down because of the delay in the visit of the Pakistani Judicial Commission to India. Now that the Commission had returned after interviewing and cross-examining witnesses, it would present the findings to the court and the trial would proceed ahead.
“Kashmir is an important issue that needs to be resolved,” he said. “There is no alternative to a sustained and uninterrupted dialogue between the two countries,” he emphasised.
As regards the Indian media alleging that the prime minister had used the word “Dehati Aurat” in reference to Manmohan Singh’s complaint to the US president, the foreign secretary said the Pakistani leader did not use that term. Actually, the Indian media representative had also clarified that, Jilani said.
He noted that India described the meeting between the prime ministers as “constructive and useful”.Earlier, Indian National Security Adviser Shiv Shankar Menon told reporters: “Both the leaders agreed that the precondition for forward movement in the relationship, which they both desire, is really an improvement on the situation at the LoC.”
He said the two leaders accepted invitations to visit the other country but no time had been set for the visits. “Peace and tranquility at the Line of Control (LoC) is a pre-requisite for any progress in the stalled peace process between the two nations,” Menon added. He said Nawaz raised the issues of Siachen and Sir Creek. He said the two leaders decided to task their respective DGMOs to suggest effective means to enforce a ceasefire in the Kashmir region.
Nawaz’s Adviser on Foreign Affairs and National Security Sartaj Aziz, Minister for Finance Senator Ishaq Dar, Minister for Water and Power Khawaja Muhammad Asif, Special Assistant to the Prime Minister Tariq Fatemi, Foreign Secretary Jalil Abbas Jilani and Pakistan’s Permanent Representative (PR) in the United Nations Ambassador Masood Khan assisted him in the talks. The Indian delegation included Minister for External Affairs Salman Khursheed, National Security Adviser Shiv Shankar Menon and Foreign Secretary Sujata Singh.
The Indian NSA said that the two leaders reviewed the state of relations and discussed what steps are necessary to go forward. India also brought up the issue of bringing justice to the Mumbai 2008 bombing perpetrators.
Menon told journalists that Pakistan said it intended to follow the case now that the judicial commission is back from India. Balochistan was also mentioned in the meeting, he said, adding there is no question of India interfering in Pakistan’s internal affairs. “My impression (is that) it was a useful and constructive meeting,” he said.
“We need to fix the issues first in order to move forward,” he said. “We can work hard in the next few months,” he said, when pressed if the two sides discussed specific steps that could help the revival of the composite dialogue and the peace process. “Today, we have to deal with the overwhelming issue on the LoC; we dealt with the immediate task (of addressing issues),” he said.

NASA preparing to launch 3-D printer into space
MOFFETT FIELD: NASA is preparing to launch a 3-D printer into space next year, a toaster-sized game changer that greatly reduces the need for astronauts to load up with every tool, spare part or supply they might ever need.
The printers would serve as a flying factory of infinite designs, creating objects by extruding layer upon layer of plastic from long strands coiled around large spools.
Doctors use them to make replacement joints and artists use them to build exquisite jewelry.
In NASA labs, engineers are 3-D printing small satellites that could shoot out of the Space Station and transmit data to earth, as well as replacement parts and rocket pieces that can survive extreme temperatures.
‘Any time we realize we can 3-D print something in space, it's like Christmas,’ said inventor Andrew Filo, who is consulting with NASA on the project. ‘You can get rid of concepts like rationing, scarce or irreplaceable.’
The spools of plastic could eventually replace racks of extra instruments and hardware, although the upcoming mission is just a demonstration printing job.
‘If you want to be adaptable, you have to be able to design and manufacture on the fly, and that's where 3-D printing in space comes in,’ said Dave Korsmeyer, director of engineering at NASA's Ames Research Center at Moffett Field, about 35 miles south of San Francisco.
For the first 3-D printer in space test slated for fall 2014, NASA had more than a dozen machines to choose from, ranging from $300 desktop models to $500,000 warehouse builders.
All of them, however, were built for use on Earth, and space travel presented challenges, from the loads and vibrations of launch to the stresses of working in orbit, including microgravity, differing air pressures, limited power and variable temperatures.
As a result, NASA hired Silicon Valley startup Made In Space to build something entirely new.
‘Imagine an astronaut needing to make a life-or-death repair on the International Space Station,'' said Aaron Kemmer, CEO of Made in Space. ‘Rather than hoping that the necessary parts and tools are on the station already, what if the parts could be 3-D printed when they needed them?’
When staffing his start up in 2010, Kemmer and his partners warned engineers there would be ups and downs _ nauseating ones. In more than a dozen flights in NASA's ‘vomit comet’ reduced-gravity aircraft, Made In Space scientists tested printer after printer.
Last week at their headquarters on NASA's campus, Made In Space engineers in lab coats and hair nets tinkered with a sealed 3-D printer in a dust free cleanroom, preparing the models for further pre-launch tests.
As proof of its utility, the team revisited the notorious 1970 moon-bound Apollo 13 breakdown, when astronauts were forced to jerry-rig a lifesaving carbon dioxide filter holder with a plastic bag, a manual cover and duct tape. A 3-D printer could have solved the problem in minutes.
‘Safety has been one of our biggest concerns,'' said strategic officer Michael Chen.
Sparks, breakages and electric surges can have grave consequences in the space station. ‘But when we get it right, we believe these are the only way to manifest living in space,’ he said.
Space-bound printers will also, eventually, need to capture gasses emitted from the extruded plastics, be able to print their own parts for self-repairs and have some abilities to recycle printed products into new ones.
Scott Crump, who helped develop 3-D printing technology in 1988 by making a toy frog for his daughter with a glue gun in his kitchen, said he never conceived how pivotal it could be for space travel. But he said that until metal becomes commonly used in 3-D printers, the applications will be limited.
`The good news is that you don't have to have this huge amount of inventory in space, but the bad news is now you need materials, in this case filament, and a lot of power,' he said.
NASA and other international space agencies are pressing forward with 3-D printing. Mastering space manufacturing, along with finding and producing water and food on the moon or other planets, could lead to living on space.
Last month, the space agency awarded Bothell, Wash.-based Tethers Unlimited $500,000 toward a project to use 3-D printing and robots to build massive antennas and solar power generators in space by 2020. It replaces the expensive and cumbersome process of building foldable parts on Earth and assembling them in orbit.
For Made In Space's debut, when it's shuttled up to the space station aboard a spaceflight cargo resupply mission, the initial prints will be tests _ different small shapes to be studied for strength and accuracy. They're also discussing with NASA about what the first real piece that they should print will be.
Whatever it is, it will be a historic and symbolic item sure to end up in a museum someday.
‘It's not something we're discussing publicly right now,’ said CEO Kemmer. Then, Jason Dunn, the chief technology officer, beckoned, dropping his voice as he grinned.
‘We're going to build a Death Star,'' he joked softly, referring to the giant space station in the ``Star Wars'' movies that could blow up planets. ``Then it's all going to be over.' (AP)

Global sugar surplus risks upward revision on Asian supply
SINGAPORE/LONDON: The global sugar surplus in the next crop year, which starts on Tuesday, may have to be revised upwards after favourable rain across much of Asia augured for better-than-expected output in several key producing countries.
Upward revisions in 2013/14 supply forecasts from the Asian producers would send a bearish message to the global sugar market, which is now trading near 4-1/2-month highs, boosted by chart-based buying and concerns over rains in top grower Brazil.
The International Sugar Organization (ISO) and analysts such as Datagro, Kingsman and Czarnikow which in recent weeks have cut their surplus forecasts sharply, may have to revise up their numbers as output is set to exceed earlier expectations in producers such as India, Thailand, the Philippines and Pakistan.
"It looks as though the surplus forecast for 2013/14 will be higher than we had expected at the end of August," said Sergey Gudoshnikov, a senior economist at the London-based ISO. "The surplus for 2012/13 will still be much bigger than for 2013/14."
The ISO has said it expected the sugar surplus to slide to 4.5 million tonnes in 2013/2014 from 10.3 million tonnes in 2012/2013.
"The impact of the Asian monsoon isn't being given much recognition in the market - it's the missing part of the picture," said Tom McNeill, director at analyst Green Pool in Brisbane, who pegged the 2013/14 surplus at 4.66 million tonnes.
"While there are sizeable concerns raised regarding rain impact on the centre-south Brazil harvest, we think that potential additions to Asian production and exports more than balance that out."
A London-based sugar broker said concerns over Brazil's rains were overdone, as ample rains were normal in this period.
Also, cane is tough, and likely to withstand heavy downpours, and growers can extend the harvest if required.
"There doesn't have to be a short tail (end) of the harvest," he said.
INDIA
Indian sugar production is expected to be stronger than previously thought due to a favourable monsoon.
India, the world's largest sugar consumer and number 2 producer after Brazil, may export as much as 3 million tonnes in the next crop year to get rid of excess supply.
India usually ships sugar to the Middle East, Sri Lanka and some African countries, but it will have to compete with Thailand, whose output will reach a record 11 million tonnes in 2013/14.
"We are heading for surplus production for the fourth year in a row and we estimate our production at 24.5-25.0 million tonnes in 2013/14, leaving mills with huge stocks," Vinay Kumar, managing director of India's National Federation of Cooperative Sugar Factories Ltd, said.
"Massive stocks will force India to export at least 2-3 million tonnes to help arrest a freefall in local prices and improve the financial health of companies which have been struggling and find it difficult to pay cane growers," he added.
Kumar said mills are now saddled with carryover stocks of 9 million tonnes which will rise to more than 10 million tonnes if exports do not pick up.
A senior Western analyst said the expected surge of exports from India in 2013/14 would limit the upside in sugar prices.
"I think it is a bearish signal," the analyst said.
China will see an increase in output in the main growing region of Guangxi because of ample rains, but the country's insatiable demand is likely to absorb any excess supply.
"We think consumption will be relatively balanced with production because this year's consumption is also relatively strong," Tao Qianjun, an analyst at Huatai Futures, said.
"We estimate the cane output in Guangxi province to be 69 million tonnes, up from 67 million tonnes last year."
Chinese sugar output will be little changed year-on-year at 14.2 million tonnes in 2013/14, the ISO said.
Elsewhere in Asia, production in the Philippines is expected to be little changed in 2013/14, holding up well despite adverse weather, and will incorporate an exportable surplus.
"We are sticking to our 2013/14 forecast of 2.45 million tonnes for now. It's a good estimate taking into account the weather, including the two typhoons that hit us recently," said Butch Alisla of the Sugar Regulatory Administration.
Despite the expectations of higher output in several Asian producers, heavy rains hit domestic output in Indonesia, triggering expectations of sharply higher imports this year to meet rising demand. (Reuters)

Hike in power tariff notified
ISLAMABAD: Authorities concerned have issued notification of power tariff hike for consumers across the country,
According to the notification issue here Monday, the consumers utilizing electricity up to 200 units would be exempted from this increase.
The notification show Rs 5.89 per unit increase for the domestic consumers using power from 201 to 300 units. Now they will have to pay Rs14 per unit instead of Rs8.11.
In the same way, Rs3.67 per unit has been increased for the consumers using 301 to 700 units. They have to pay Rs 16 per unit instead of Rs12.33.
Consumers using 701 and more units per month will pay Rs. 2.93 per unit more. For them per unit will be available at Rs18 instead of Rs15.01.
The domestic consumers having ‘Time of Use’ meters can bear Rs4 per unit hike in the peak hours.

Karachi Stock Exchange loses 554 points on banking sector woes
KARACHI: Karachi Stock Exchange (KSE) Monday lost a staggering 2.48 percent as banking sector witnessed constant offloading following an increase in minimum Profit and Loss Sharing (PLS) saving account rate by State Bank of Pakistan (SBP).
The benchmark 100-Index went down by 554.63 points to close at 21,832.68 mark.
At the end of the day most of the banking scrips closed at their lower circuit breakers whereas some cement stocks also declined by about 5
percent.
Analysts said that after witnessing a net foreign selling of $14 million last week investors feared that more selling to come to the market due to declining regional markets.
National Bank of Pakistan went down by 4.99 percent to Rs49.29 while the United Bank Ltd shed 3.54 percent to settle at Rs133.

Raonic beats Berdych to Bangkok title
BANGKOK: Canadian Milos Raonic used his thumping serve to ace his way to victory over top seed Tomas Berdych Sunday, with a 7-6 (7/4), 6-3 win at the Thailand Open.
Third seed Raonic took full advantage of his big serve to beat his Czech opponent, firing 18 aces -- his last to set up a pair of match points.
After winning the first set in a tiebreaker, the Canadian tightened his grip in the second to earn the fifth title of his career, converting his first match point with a down-the-line winner after 77 minutes.
His second title of the season, after San Jose in February, will serve him well in the points chase to a possible place in the eight-man ATP World Tour Finals in London in November.
Raonic also beat Berdych at their only previous meeting, in Cincinnati in 2012.
Berdych, the only member of the ranking top 10 without a title in 2013, admitted he was out-played in the Thai final.

India's Srinivasan wins 3rd term as BCCI chief
NEW DELHI: India's embattled cricket chief N. Srinivasan won a third term in office Sunday even though a Supreme Court order bars him from taking charge immediately due to a corruption scandal, sources said.
The 68-year-old cement tycoon, one of the most powerful men in world cricket, was elected unopposed for another year at the annual meeting of the Board of Control for Cricket in India (BCCI) in Chennai.
Srinivasan's re-election was confirmed to AFP by two BCCI sources, who added that a formal announcement will be made later Sunday.
The Supreme Court had on Friday barred Srinivasan from taking charge until it has ruled on a petition against him over a spot-fixing scandal in the Indian Premier League (IPL), a popular Twenty20 event.
A cricket body in the eastern state of Bihar which is not affiliated to the BCCI had asked the court to prevent Srinivasan from heading the BCCI on moral grounds because his son-in-law had been charged in the scandal.
The son-in-law, Gurunath Meiyappan, is among several officials, players and bookmakers charged with cheating and criminal conspiracy, although the BCCI chief himself has not been accused of any wrongdoing.
It was not immediately clear who will head the BCCI until the Supreme Court's verdict, or whether fresh elections will be held if Srinivasan is subsequently barred from holding office.
Srinivasan temporarily stepped aside as president in June when Meiyappan was named in the scandal, and handed interim control to Jagmohan Dalmiya, a former head of the International Cricket Council.
However the tycoon has continued to pull the strings behind the scenes and on Wednesday ensured that his bete noire, IPL founder Lalit Modi, was banned for life from the sport.
Srinivasan has publicly distanced himself from his son-in-law, who was the team principal of the Chennai Super Kings, the IPL franchise owned by India Cements and captained by national skipper Mahendra Singh Dhoni.
The Bihar association had argued in court that an internal BCCI probe panel had absolved Srinivasan, Meiyappan, India Cements and other IPL officials of wrongdoing even before police had filed charges in court.
Srinivasan's hold on world cricket stems from India's vast television audience which enables the country to generate almost 70 percent of the game's revenues.
International news organizations, including Agence France-Presse, have suspended their on-field coverage of matches hosted by the BCCI since last year after the board imposed restrictions on picture agencies. (AFP)

Stokes named Young Cricketer of the Year
LONDON: England all-rounder Ben Stokes has rounded off a memorable season that has seen him gain selection for the upcoming Ashes tour of Australia by becoming the first Durham player to be named the Cricket Writers' Club Young Cricketer of the Year.
Stokes, 22, helped Durham win the County Championship for the third time in six years by scoring 615 runs in 13 matches with a best of 127 against title rivals Yorkshire at Scarborough and took 42 wickets at 26.57 with his lively right-arm fast-medium bowling.
The son of former New Zealand rugby league international Ged Stokes, he also impressed at England level, taking a one-day international career best five for 61 in the final match of the recent series against Australia at Southampton.
He will now look to add to a tally of 2,258 Test caps and 1,781 limited overs international caps, not including Stokes' own, won by previous Young Cricketers of the Year, an award now in its 64th year and open to England-qualified players under the age of 23 on May 1, which is voted for by the Full Members of the Cricket Writers' Club. Madsen wins Player of the Year award
LONDON: Derbyshire captain Wayne Madsen has become the winner of the Cricket
Writers' Club County Championship Player of the Year award, sponsored by William Hill, in succession to inaugural recipient Nick Compton.
That Derbyshire still had a chance of avoiding relegation from the top flight of the Championship come the final round of matches owed much to the form of their 29-year-old captain, who led them to promotion in 2012.
Born in Durban but England-qualified Madsen scored 1,221 First Division runs -- a tally exceeded only by Yorkshire's Gary Ballance -- at 43.60 in 16 matches with three hundreds and eight fifties.
Both awards are due to be presented at the Cricket Writers' Club Annual Lunch at London's Plaisterers' Hall on Monday. (AFP)

Court stalls Srinivasan return as BCCI boss
NEW DELHI: India's Supreme Court on Monday delayed N. Srinivasan's return as the country's cricket chief, saying there was "something seriously wrong" with the body that controls the sport in the cricket-crazy nation.
The 68-year-old cement tycoon, widely regarded as the most powerful man in world cricket, had been elected unopposed as the head of the Board of Control for Cricket in India (BCCI) for a third year on Sunday.
But the court barred Srinivasan from taking charge until it had ruled on a petition against him over a spot-fixing scandal in the Indian Premier League (IPL), a popular Twenty20 tournament run by the board.
"The fact that so many things are coming out of the IPL and BCCI, something is seriously wrong with the apex body controlling cricket," the court said during Monday's hearing.
"Why has the BCCI lost its credibility? The only thing to be seen is how Srinivasan being the president will affect the IPL probe."
The court also fixed October 7 as the next date of the hearing.

Suicide bomber kills 27 at Iraq mosque
HILLA: A suicide bomber targeted mourners at a mosque south of Baghdad Sunday, killing 27 people, police and a doctor said, the latest in a series of attacks on funerals.
The blast, which collapsed the roof of Al-Hussein Mosque in the Musayyib area, also wounded 35 people.
"The collapse of the mosque roof killed many of those who were present," said Hamza Habib, who went to the scene after the blast.
"Blood was everywhere in the mosque, and I saw some body parts of victims."
Haidar, who was inside the mosque at the time of the explosion, said some people tried to stop the bomber, who was still able to detonate the explosives among the mourners.
The funeral was for a person who was killed two days before when a house in Musayyib was blown up, Nasser Karim said.
The latest violence brings the death toll to almost 800 people in September and upwards of 4,600 this year, according to AFP figures based on security and medical sources.

India describes PMs meeting as "constructive and useful"
NEW YORK: India on Sunday described the meeting between prime ministers Nawaz Sharif and Manmohan Singh as "constructive and useful," after the two South Asian leaders held bilateral talks on the sidelines of the UN General Assembly.
New Delhi's National Security Advisor, Shiv Shankar Menon said that the two sides agreed on the need to enforce ceasefire along the Line of Control in Kashmir.
He said Prime Minister Manmohan Singh invited Prime Minister Sharif to visit India and the Pakistani leader also invited Manmohan Singh to visit Pakistan.
He told a post-meeting Press conference that the two leaders accepted the invitations but no time has been set for the visits.
Peace and tranquility on the Line of Control is a pre-requisite for any progress in the stalled peace process between the two nations, Menon added.
He said the Pakistani prime minister also raised the issue of Siachen and Sir Creek.The Indian NSA said the two leaders decided to task their respective DGMOs to suggest effective means to enforce ceasefire in the disputed Kashmir region.
According to the Indian advisor, the two leaders reviewed the sate of relations and discussed what steps are necessary for going forward.
India also brought up the issue of bringing justice to Mumbai 2008 bombing perpetrators.
Menon told journalists that Pakistan said it intended to follow the case now that the judicial commission is back from India.
Balochistan was also mentioned in the meeting, he said, adding there is no question of India interfering in Pakistan's internal affairs.
"My impression it was a useful and constructive meeting." "We need to fix the issues first in order to move" forward, he said, noting there is a desire on both sides to move forward.
"We can work hard in the next few months," he said, when pressed if the two sides discussed specific steps that could help revival of composite dialogue and peace process.
"Today, we have to deal with the overwhelming issue on the Line of Control in Kashmir, we dealt with the immediate task (of addressing issues)."

Baghdad area car bombs kill at least 37
BAGHDAD: Nine car bombs mainly targeting Baghdad province killed at least 37 people and wounded more than 100 on Monday, security and medical officials said.
The bombs hit eight different areas.
The deadliest was in Shuala, where a car bomb killed six people and wounded at least 14.
Militants have carried out a string of sectarian attacks in central Iraq raising the conflict that peaked in 2006-2007 and killed tens of thousands of people.
The blasts came a day after a suicide bomber attacked mourners at a mosque south of Baghdad, collapsing the roof and killing 47 people.
On Friday, bombs exploded near two mosques in Baghdad as worshippers left after prayers, killing six people.
Another bombing targeted mourners in Baghdad on September 23, killing 15 people, while an attack on a funeral killed 12 the day before.

Mumbai's governing body probes collapse, suspends staff
MUMBAI: Mumbai's municipal government said it has suspended seven engineers and is investigating another 11 members of staff after the collapse of a five-storey residential building last week, which left 60 people dead.
The collapse happened at daybreak on Friday while more than 90 people were inside the building owned by the Municipal Corporation of Greater Mumbai (MCGM), which has said it asked residents earlier this year to move out.
It was unclear why residents had not moved, or why they had been asked to do so, but local media said the building in Mumbai's east had been listed as needing "urgent repairs".
"The corporation has ordered an official inquiry against 18 officers and workers after the multi-story building collapsed on Friday," the MCGM said in a statement on Sunday night.
Out of these 18, seven engineers have already been suspended, it added, without giving details.
A two-member committee has also been named to determine the cause of the accident and set up a team of technical experts, who would submit a report on the incident within a month.
Police said on Sunday they had arrested one man, who was identified by the Press Trust of India news agency as Ashok Mehta, who occupied a ground-floor office and warehouse in the building.
It said he was accused of carrying out faulty and unauthorised renovations on the building, from which 33 people were pulled out alive.
The collapse was the latest in a string of building disasters to hit Mumbai and its surrounding areas, including the cave-in of an apartment block in April that left 74 dead.
